Mr. Roland Layfette Giddings was borne unto the union of Mr. & Mrs. Aaron Giddings and is currently is married to Mrs. Romel Dunbar Giddings with two wonderful kids (Rofette Lionel Giddings and Rotilda Lamel Giddings) and holds a Master in Business Administration (MBA) with emphasis in Marketing Management from the Wuhan University of Technology, Wuhan, Central China. Prior to obtaining his graduate degree, Mr. Roland Layfette Giddings studied at the African Methodist Episcopal University, Monrovia, Liberia where he earned a Bachelor of Business Administration Degree with emphasis in Marketing Management minoring Economics. Thereafter, he accumulated three years work experience within the private sector, specifically the shipping industry working with the Cape Maritime Agency, Inc.

 

Having completed his graduate studies in 2006; Mr. Giddings in 2007 joined the Government of Liberia and worked with the Liberia Reconstruction and Development Committee (LRDC) Secretariat as Program Assistant from 2007 to the first quarter of 2009 significantly supported and participated in the development and launch of the Poverty Reduction Strategy (PRS) in 2008.  He significantly supported the process of developing an initial coordination platform for managing Aid which lays the foundation for the development of a broad-based National Aid Strategy/Policy to manage and coordinate the implementation of donor assistance to Liberia.

 

Adding to his fast growing experience, Mr. Giddings participated and served as presenter at several seminars/training workshops, to name a few:

 

  • National Debt Strategy Analysis Seminar-West African Institute for Financial & Economic Management (WAIFEM) in collaboration with DebtRelief International (DRI)-Participant-(Monrovia, Liberia)-2008
  • Seminar on the Policies & Practices-Managing Special Economic Zones (SEZ),(Shanghai, China)-Participant-2007
  • Seminar, Foreign Service Institute Short-term capacity building Program (Cairo, Egypt)-Presenter-2008

 

From the second quarter of 2009 to 2010, Mr. Giddings worked as Program Specialist under the Liberia Emergency Capacity Building Support Program (LESCB) assigned atthe Ministry of State principally responsible to manage the secretariat of the Government Economic Management Team (EMT). He provided his expertise in managing, driving and coordinating the activities of Economic Management Team (EMT) including specific functions of the technical team.He also in June 2009, affiliated with the Barclay Incorporated as Research Associate for an economic study that focused on Liberia and China engagement sponsored by the Rockefeller Foundation through the Africa Center for Economic Transformation (ACET) based in Accra, Ghana.

 

During the third quarter of 2010, Mr. Roland Layfette Giddings under a normal inter-agency cooperation between the World Bank’s Infrastructure Implementation Unit (IIU) and the Office of the President were recruited in accordance with the World Bank’s competitive recruitment process as a Consultant to provide professional services to the President Delivery Unit (PDU) in the President’s Office. While discharging his duties, he consistently maintained high-level performance in driving the co-ordination and delivery of strategic programs and initiatives as defined by the President. Theseprograms were focused on delivering lasting results and benefits for the Liberian people as outlined in the Country’s Development Agenda.

 

Mr. Roland Layfette Giddings as Senior Program Officer was responsible to coordinate with line ministries and agencies for the effective and efficient delivery of the President’s priority projects focusing on energy and youth skills development. AsSenior Program Officer, he coordinated, participated and assisted in driving, the ministries and agencies in collaboration with its international partners to undertake a number of priority energy projects which included; the rehabilitation of Mount Coffee Hydro Electric Power Plant, the expansion and development of transmission & distribution networks, including the implementation of the cross-border project (West African Power Pool) making electricity accessible in the southeast of Liberia. And also the implementation of the Cote D’ivoire, Liberia, Sierra Leone, Guinea (CLSG-225 KVA line-WAPP Project) with intended to create a transporting medium for the sales of power within the West African Region.   

 

Additionally, he has been involved with the design and development of a national renewable energy programs, conducting feasibility studies for the development and construction of mini-hydro within urban and rural cities for electrification to spur economic growth. Moreover, he initiated the installation of solar power generations supported by partners to include; street lights, solar traffic lights and several solar storage facilities at different health centers around the country.

 

Mr. Giddings have proven to be outstanding and knowledgeable about program issues with practical experiences in project development, management and or coordination. His education and competence exhibited has made him an invaluable asset to any organization exhibiting excellent inter-personal skills with the ability to promote participation and teamwork.  Mr. Giddings was on November 26, 2014 appointed as Deputy Minister for Administration at the Ministry of Public Works & Rural Development by Her Excellency Madame Ellen Johnson Sirleaf.

 

As his extra curriculum activities, since 2007, Mr. Giddings has served as a part-time Marketing Management Instructor at the African Methodist Episcopal University (AMEU), College of Business Administration and has continues to immensely contribute to the national manpower development initiative.
